Step 1: Original "Civilian with an umbrella" figure.


Step 2: Give him a shave and slim down the flares in his suit, score his hat.


Step 3: Add the top of his top hat (that was why I scored his hat, so the top would adhere properly) and add a tiny extension on his nose to give him the Peguin probiscus.


Step 4: Add tails.
